How to read these numbers

  • These are certificates, not homes. Epc certificates lodged for existing domestic properties (not deduplicated housing stock). A property assessed twice appears twice, so our percentages are not directly comparable with stock-based estimates such as the English Housing Survey, or with sources that deduplicate to one certificate per address.
  • Recent window: 2023/3 to 2026/2 (the last twelve quarters). We use this rather than the full 2008–2026 record because assessment methodology and the mix of properties being certified have both changed a great deal since 2008.
  • Costs are modelled, not billed. The heating, lighting and hot water figures are the modelled costs printed on the certificate under the SAP assumptions in force when it was lodged. They are useful for comparing areas with each other. They are not anyone's actual bill and they are not current Ofgem prices.
  • Authorities with fewer than 400 banded certificates in the window are excluded, which leaves 319 of them.
  • The EPC C standard referred to throughout is a government proposal for the private rented sector from 1 October 2030. It requires legislation that has not yet been passed. The minimum standard in force today is band E.
